Revised general construction planning of Cao Lanh City, Dong Thap Province to 2030 and vision to 2050
Cao Lanh located in the north of Tien river is the capital of Dong Thap Province. It is a newish town carved from the jungles and swamps of the Mekong Delta region, Cao Lanh is big for business, but draws few visitor. Cao lanh has recently developed thanks to its status of capital and important governmental investment. Today, the city has a population of approximately 160,000.
Last land-use master planning has been studied in 2007 and meet a lot of difficulties due to it planification processes which independently prepare prescriptive sector master plans, land use and spatial plans, and socioeconomic development plans - lack explicit requirements for climate and disaster resilient planning and implementation.
That why Cao Lanh launch its revised land-use master planning to 2030 and vision to 2050 to find out its uniqueness and motivation to develop its city as a capital city of Province, as well as the hub for the Delta Mekong cities. The idea of mixed - consultant team (French and Vietnamese) is how to develop Cao Lanh with its neighborhood cities like Sa Dec, Cao Lanh District, to create an economic arc along Tien's river. This synergy, this collaboration inter-city will create the strength for not only Cao Lanh itself but for whole region to obtain their goal. This approach requires not only important change from a traditional land-used master plan with separate essentially the space- construction master planning and socio-economic development plans to a multidisciplinary development strategy but also regarding the climate change. A strategy preserving future via a resilient master plan is needed for the development of a city in the next 15 - 35 years.
